The Great Stone Industrial Park in Belarus

20.10.2020

Great Stone Industrial Park is a manufacturing hub providing tariff free entry to the Eurasian market within close proximity of the European Union.  The park is located 25km from Belarus’ capital, Minsk and directly on the Northern Corridor of the New Silk Road trade route.
The park offers ready to use manufacturing facilities for rent or purchase allowing production to take place quickly, or there is the option to build your own facility.  More information about our prebuilt production facilities can be found here: https://www.youtube.com/watch?v=PRFJOfHDz9k.
Russia and Europe are easily accessible via the Moscow-Berlin (M1/E30) international highway and there are excellent domestic road links to the rest of the country.  The park’s own rail freight terminal is expected to be started in 2021, facilitating even easier access to two international rail lines crossing the country from East to West (to Poland and Russia) and North to South (to the Baltic and Black seaports).  The international airport is less than 3km from us, providing direct flights to most European capitals.
In the last 5 years, more than $250m has been invested to develop the park’s infrastructure. A short video describing our utility networks, unit costs and other associated information can be found here: https://www.youtube.com/watch?v=OCHniiLoP58.
We have also developed our onsite administrative infrastructure, we have a R&D centre, exhibition centre, office space for rent, overnight accommodation and restaurant.  A 3D tour of the park can be accessed on our website: https://industrialpark.by/3d_tour/EN/index.html#pano43/-169.2/34.0/90.0.
Great Stone operates under a special governmental decree, allowing it to offer unique benefits and the country’s comfortable environment, for example, unlike other Free Economic Zones (FEZs) in Belarus we not only offer land leasing but the unique opportunity to purchase a land plot, as well as special system of investors’ services. Our One Stop Investor Services Department has been developed to assist investors in the initial stages of registration and provide ongoing support.  There is onsite access to key agencies such as the Chamber of Commerce, Land Registry, Migration and Visa Services.  The department’s experienced staff are keen to assist in anyway required.
Park residents are exempt from profit tax for 10 years and then pay half the national rate (9%), there are no dividend taxes for 5 years and property and land tax exemptions.
Employer payroll taxes can be capped at approximately €163 per employee, per month representing an employer tax rate of only 12%, with employees paying only 9%, 4%, below the national rate.
As a Free Economic Zone, production machinery and equipment can be imported without taxes and duty.  All exports are without sales taxes and depending on the location the finished product is sold, raw materials from within the Eurasian or European Unions may be used without attracting tax and duty.
The costs of fuel and energy resources are relatively low relative to Europe and comparable to Russia.
The proximity to the capital, where technical colleges and universities are located, which train specialists with high technical knowledge, makes it possible to attract personnel to new production facilities in the Great Stone Industrial Park.
